Neighborhood Services Director

Develop and maintain positive working relationships with neighborhood and community stakeholders and all Town departments.
Plan and direct the Neighborhood Services operations, projects and programs, including general community planning and neighborhood revitalization programs.
In so doing, this position with work with community organizations, developers, and housing advocates to identify funding sources and develop strategies to address the Town's affordable housing needs and neighborhood investments.
Train, support and develop the department staff to operate as a high performing team, based on Town values.
Develop and implement policies and procedures for the department, including code enforcement, animal services and housing.
Develop and implement public education programs related to animal care and safety.
Develop, oversee, and maintain an accurate database of animal control and code enforcement activities.
Conduct and participate in the coordination of meetings with various stakeholders and community groups to educate, market and determine transit dependent community needs.
Oversee the day-to-day operations of the Animal Services and Code Enforcement divisions.
Ensure that animal services officers are properly trained and equipped to handle all animal-related issues, including community outreach, coordination/compliance with law enforcement requirements, and coordination with contracted and partner shelters.
Ensure that code enforcement staff are properly trained and equipped to handle all related Town code enforcement needs.
Investigate complaints related to code violations and enforce Town ordinances and regulations.
Administer the budget for the Neighborhood Services Department and all associated sub-units.
Develop and implement animal adoption and foster programs.
Ensure that all animal control and code enforcement activities are conducted in compliance with applicable laws and regulations.
Develop and implement neighborhood outreach programs, including clean-up events, volunteer programs, and educational programs.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
Requires Bachelor's degree in public administration, business administration, animal science, or a related field.
Qualifications:
minimum of five (5) years of experience in neighborhood or community services, which could include animal services, code enforcement, transit, and housing services and programs, with at least 3 years in a leadership role.
Or the demonstrated ability to provide leadership for the revitalization and long-term impact of this Department for the Town's animal services, code enforcement, transit, neighborhood relations and community engagement vision.
Requirement:
Must be able to pass a criminal background evaluation process, as well as be authorized to access the criminal databases per Arizona state laws, rules, and regulations, in order to supervise and oversee the Animal Services staff/operations.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Strong knowledge/experience and/or ability to learn animal welfare and town code laws and regulations.
Comprehensive principles and practices of urban planning and neighborhood revitalization, including attainable housing strategies.
Knowledge of federal, state, and local laws related to code enforcement, animal control, and affordable housing.
Knowledge of community transit programs and operations.

Reliable transportation and a valid driver's license.
Direct and coordinate multidisciplinary staff in code enforcement, housing, development, and neighborhood revitalization and preservation activities.

Work Environment:
Employees work primarily in an office, in a climate-controlled setting.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
